This legislation marks a critical step in Congress's efforts to enhance the blueprint for how the Biden Administration plans to dismantle the Assad regime's multibillion-dollar captagon industry, which includes mass production, trafficking, and distribution.
ACS is eager to see the Senate's approval and President Biden’s enactment of this bill. We express our deepest appreciation to members of Congress who worked on a bipartisan basis to reach this legislative achievement. In particular, we would like to recognize and commend Rep. French Hill, who not only introduced HR 4681 but also advocated for its passage. As co-chair of the Friends for a Free, Fair, and Democratic Syria, Congressman Hill has been tireless in highlighting Assad as not just a genocidal dictator but also a global drug kingpin who has transformed Syria into a narco-state.
The Illicit Captagon Trafficking Suppression Act mandates U.S. sanctions against any foreign persons or entities involved in the illicit production and international trafficking of Captagon, including those who benefit from or facilitate such activities. Additionally, the bill declares a U.S. policy to aggressively target individuals, entities, and networks linked to the Assad regime and Hezbollah, aiming to dismantle and weaken the criminal organizations they support.
